Deep-Water Port and Refinery Development Project in the Gulf of Mexico, USA

USVN EXPORT LOGISTICS is implementing a deep-water port and modular refinery development project in the Gulf of Mexico, United States — a strategic hub within the global energy network.


Project Scale and Infrastructure

The project includes the expansion of a deep-water port, construction of pipeline systems, tank farms, and supporting logistics infrastructure to facilitate operations of the new modular refinery.

This refinery will process West Texas Intermediate (WTI) crude oil to produce downstream refined petroleum products such as diesel, gasoline, and Jet A1 aviation fuel, serving both domestic demand and export markets.


Strategic Role

Through this project, USVN aims to establish a new refining and export hub in the Gulf of Mexico — connecting the value chain from crude oil extraction to refined product distribution, while enhancing U.S. energy security and expanding the country’s fuel export capacity.
